platform.node-capabilities@1: node hardware, placement regions, tags and operating costs. Validated by openvibe-contracts (required lazily by validateNodeCapabilities). nodeOffers() maps a descriptor to a platform.resource-offer@1 (kind "node") and a platform.runtime-offer@1.
