Read one person's membership of a developer project as a receiving service: the role and whether the project is archived. A service that accepts project delegation (ADR-003 amendment 2026-10-12: a first-party service names the person with X-OV-Subject and the project with X-OV-Project) checks here that the person is an admin or owner of an unarchived project before it does the project's work. A non-member and an unknown project answer the same 404, so membership is never a way to learn that a project exists. Never grantable to apps.
